Bilan Carbone® is a French carbon accounting method created by ADEME and now run by the low-carbon transition association (ABC).
Origin and principles
Created by ADEME, the method covers all direct and indirect emissions (Scopes 1, 2 and 3) using factors from the Base Empreinte. It is widely used in France and compatible with the GHG Protocol and the BEGES regulation.
Bilan Carbone® and BEGES
Bilan Carbone® is a method; the BEGES is the regulatory obligation. Completing a full Bilan Carbone® meets the BEGES and goes further (Scope 3). UltraCarbon relies on ADEME's Base Empreinte factors.

Yes, it is a registered method run by the ABC. The generic term carbon assessment (no capital or ®) refers to the approach in general.
Does it cover Scope 3?
