BEGES: the regulatory GHG emissions assessment (France)
The BEGES (greenhouse gas emissions assessment) is the French obligation to measure and publish one's emissions, framed by Article L.229-25 of the Environmental Code.
Who must carry out a BEGES?
Companies with more than 500 employees (250 in overseas territories), local authorities with more than 50,000 inhabitants, public institutions with more than 250 staff and State services.
Format and frequency
The assessment covers Scopes 1, 2 and, since recent regulation, Scope 3. It must be updated every 4 years (companies) or 3 years (public sector) and published on the ADEME platform.
BEGES and CSRD
The BEGES remains the national obligation; the CSRD adds broader European reporting. A single, well-built carbon assessment feeds both. UltraCarbon exports in BEGES format and CSRD indicators.
Frequently asked questions
What penalties for a missing BEGES?
Failure to publish can lead to a fine (up to several tens of thousands of euros), on top of the reputational risk.
Is Scope 3 mandatory in the BEGES?
Yes, the regulation has extended the obligation to Scope 3, which must now appear in the assessment.
